Local test version startup fix
Starting and updating the local test version is more consistent on Turkish Windows systems.
- Fixed some startup settings being skipped.
- Missing settings are checked before updating the local test website. If the check fails, the running website is retained.
- Nightfall equipment and settings screens remain a local preview and have not been released live.
